Kiwanis Club of Owingsville Holds Leadership Dinner

M. Clay Bailey, Secretary of Transportation of the Kentucky Transportation Cabinet, was the principal speaker at an Owingsville Leadership Forum and Dinner hosted by the Kiwanis Club of Owingsville.

A crowd of more than 100 local leaders participated in the Leadership Forum. Included in those in attendance were the Mayor of Owingsville and several commissioners, the Bath County Judge Executive, County Clerk, Sheriff, Jailer, the Superintendent of Schools, the Director of the Library, and a large number of other leaders.

M. Clay Bailey, the keynote speaker, is a retired Air Force Lt. General recently appointed to served as the Secretary of Kentucky Transportation by newly elected Governor Ernie Fletcher. Bailey devoted most of his power point illustrated presentation to his career in the military, principally his more recent role as the head of Air Force Special Operations in Afghanistan and how this related to the organization and use of resources in operating the Kentucky transportation system.

The Kiwanis Club of Owingsville arranged for an excellent meal catered by the Kountry Kettle, Miller Plaza, U.S. 36E. The Kountry Kettle is where the Owingsville Kiwanians meet every Monday at 6 p.m.

The Rev. Lowell C. Rice, the pastor of the Owingsville First Church of God, served as the Master of Ceremonies for the program. Rice, a former Lt. Governor of the Kentucky-Tennessee District of Kiwanis International, is active in the Owingsville Kiwanis Club. Elaine Rice, Lowell's wife and an Owingsville Elementary School teacher, sang the National Anthem after the pledge of allegiance. The Rev. Jim Crouch, president of the Owingsville/Bath County Ministerial Association and pastor of the the Northside Church of God, gave the invocation. The benediction was delivered by the Rev. Church Lees, treasurer of the Owingsville/Bath County Ministerial Association and pastor of the Owingsville First Christian Church.

Introducing the keynote speaker was Katrina O. Bradley, the District Nine Transportation Engineer Branch Manager - Construction and a former resident of Owingsville.

Four members of the Kiwanis Club of Mt. Sterling, KY attended the Leadership Forum as an interclub. Also attending the event was Dr. Glen Kleine, Lt. Governor of Division 9 of the Kentucky-Tennessee District of Kiwanis International, and his wife Joan. Dr. Kleine, who provided the photographs on this web page, is a member of the Kiwanis club of Richmond, KY.

Zana Lou Tout (far left of the head table), President of the Owingsville Kiwanis Club, indicated that she and other members of the club were delighted with the large attendance at the event. Zana led the Pledge of Allegiance to the U.S. and helped to organize the event.

Bailey fielded questions about his office. He was also given a list of highway requests that would impact Bath county. Bailey indicated that while federal funding of highways was safe and would proceed as scheduled, he indicated that the state budget severely limited what could be done. He said contracts would be issued on a fair basis and decisions would be made based on greatest value to the state as a whole. He said he was opposed to substituting the "Fixing of Republican pot holes to replace the past fixing of Democrat pot holes."

Owingsville Kiwanis was represented at the EMS table of participants in the Leadership Forum. Even little cloggers were in attendance.

A wide variety of constituents were on hand for the Leadership Forum.

The Leadership Forum attracted a full house.

The local reporter/photographer was on hand to record the even for the local newspaper.
