The Silver Beaver award was introduced in 1931 as a means of recognizing Scouters who provide distinguished service to youth on the local level. The award is made the National Council, upon the recommendation of the local council and is the highest award that a local council can bestow on a volunteer for rendering outstanding service to Scout Youth. The first Silver Beaver awards were issued on a blue / white / blue pocket ribbon. Due to the heavy weight of the medallion, it was switched over to a neck ribbon in mid 1932. Initially the Silver Beaver award was only presented to men. The requirement were changed in 1974 to allow it to be presented to outstanding male or female Scouters. More than 50,000 recognitions have been conferred to date.
